Welcome to Circle.
These Terms of Use govern your access to and use of Circle and its related websites, services, and features, provided by Ufuq Alqalam for Information Technology Company (PenHorizon) .
By creating an account or using Circle, you agree to these Terms, our Privacy Policy, the Circle Community Guidelines, and any additional policies presented when using specific features.
If you do not agree to these Terms, you should not use Circle.
1. What is Circle?
Circle is a social platform designed to help people discover activities, circles, and communities based on shared interests, and to connect and participate with others.
Depending on the available features, users may create and join activities and circles, invite others, participate in discussions, and share experiences.
Circle provides the technology that enables these interactions. Unless expressly stated otherwise, PenHorizon is not the organizer, supervisor, or contractual party responsible for activities or real-world meetings created by users.
2. Eligibility and Age
You must be 18 years of age or older to create an account or use Circle.
By creating an account, you represent that you meet this requirement and that the information you provide is accurate.
We may restrict or close accounts that do not meet applicable age or eligibility requirements.
3. Your Account
Certain Circle features require an account.
You must provide reasonably accurate information and keep important account information up to date.
You are responsible for protecting your login credentials and should not share them in a way that could allow unauthorized access.
If you suspect unauthorized access to your account, contact us as soon as reasonably possible.
4. Using Circle
You may use Circle for lawful personal, social, community, and permitted activity-organizing purposes.
You must not use Circle in a way that violates applicable laws, infringes another person's rights, endangers others, involves fraud or deception, disrupts the service, or attempts unauthorized access to its systems.
5. Activities and Free Participation
Circle allows users to create and join activities according to the features and participation settings available on the platform.
Activities listed and organized through Circle must be free to join and participate in. Circle does not currently support paid activities, paid bookings, ticket sales, or the collection of participation fees.
Organizers must not use Circle activity listings to require or solicit participation payments, whether through Circle or through external payment arrangements.
Participation may be immediate or subject to organizer approval, invitation requirements, available capacity, and applicable activity settings.
Organizers are responsible for providing accurate information about an activity, including its nature, location, schedule, participation requirements, and any material conditions.
Organizers should communicate material changes to affected participants, including changes to an activity's schedule, location, or participation conditions.
An organizer may cancel or conclude an activity using the features available on Circle. Participants should review activity information and updates before attending.
Each participant is responsible for deciding whether participation is appropriate for them.
Listing an activity on Circle does not mean that Circle has inspected, approved, endorsed, supervised, or guaranteed the activity.
6. Organizer Responsibilities and Permits
Activity organizers are responsible for ensuring that their activities comply with applicable laws, regulations, and relevant safety requirements.
Where required by the activity's nature, location, or circumstances, organizers must obtain and maintain the necessary licenses, permissions, approvals, or authorizations from the competent authorities.
Organizers must provide truthful information about their activities, participation conditions, and any required authorizations.
Organizers must not falsely claim that Circle or a government authority has approved or verified an activity, organizer, permit, or safety arrangement.
Listing an activity on Circle does not constitute verification of the organizer, required permits, or activity safety.
7. Circles
Circle allows users to create communities centered around shared interests and activities.
Some circles may be open to join, while others may require approval or an invitation, depending on the circle's settings.
Circle creators and members are responsible for the content and interactions they contribute.
Circle creators must not use their communities to circumvent the platform's rules on free activities or prohibited conduct.
8. Real-World Meetings and User Safety
Circle facilitates social connections that may lead to real-world activities and meetings.
We cannot guarantee the identity, background, intentions, or conduct of every user, or the safety of every activity, location, or meeting arranged through Circle.
Users should exercise reasonable judgment and take appropriate precautions before meeting others or participating in activities.
Users should respect personal boundaries, the privacy of others, and any lawful safety requirements applicable to an activity.
In emergencies or situations involving immediate danger, contact the appropriate authorities directly.
9. User Content
Circle may allow users to post or share text, photos, discussions, comments, experiences, activity information, circle information, profile photos, and other permitted materials.
Users remain responsible for their content and represent that they have the rights or permissions necessary to share it.
Users retain their ownership rights in content they own.
By posting content on Circle, users grant PenHorizon a non-exclusive license, limited to what is reasonably necessary to host, store, process, display, and transmit that content for operating and providing Circle.

All activities, regardless of their subject or nature, must comply with applicable laws, these Terms, and the Circle Community Guidelines.
12. Commercial and Promotional Use
Circle is primarily designed for social and community interaction.
The ability to create an activity or circle does not authorize paid participation, ticket sales, unsolicited advertising, mass marketing, or unauthorized collection of user information.

We may disable or invalidate invitation links when an activity ends or is cancelled, or where misuse or security concerns exist.
14. Reporting Violations
Circle provides reporting features through which users may report accounts, activities, or circles that they reasonably believe violate these Terms, the Community Guidelines, or applicable law.
Reports may concern harassment, threats, impersonation, misleading activities, inappropriate content, privacy violations, unsafe conduct, or other suspected misconduct.
Users should provide accurate information when submitting reports and must not intentionally submit false or malicious reports.
Reports may be reviewed by authorized administrators based on the information available and the nature of the concern.
Submitting a report does not automatically establish that a violation occurred or result in an account restriction or other enforcement action.

15. Complaints and Support Requests
Users may submit service-related complaints, questions, or support requests through the Contact Us or support features available within Circle.
Support requests may relate to technical issues, account access, platform features, or other matters concerning Circle's services.

We may review complaints and support requests and seek additional information where reasonably necessary.
We do not guarantee a particular resolution or response timeframe unless otherwise required by applicable law.
16. Content Review and Enforcement
Circle does not necessarily review or approve every activity, circle, account, or item of content before it appears on the platform.
We may review content, reports, activities, circles, or accounts where reasonably necessary to enforce these Terms, protect users, address security concerns, or comply with applicable law.
Depending on the circumstances, the nature of the conduct, and the information available, enforcement actions may include:
- Removing or restricting prohibited content.
- Removing an activity or circle.
- Restricting access to certain platform features.
- Temporarily restricting an account.
- Suspending an account.
- Permanently banning an account.
- Restoring access where appropriate following review.
We may consider the seriousness of the conduct, potential harm, available evidence, repeated violations, and relevant legal or safety considerations.
We may take proportionate action without prior notice where necessary for safety, security, or legal compliance, subject to applicable law.
17. Account Restrictions and Reconsideration
We may restrict, suspend, or terminate accounts where reasonable grounds exist, including violations of these Terms or Community Guidelines, abusive behavior, fraud, security risks, eligibility issues, or legal requirements.
Users who believe an enforcement decision was made in error may contact Circle through the available support channel to request reconsideration.
We may review the information provided and maintain, modify, or reverse a decision where appropriate.
A request for reconsideration does not automatically suspend an existing enforcement action or guarantee that the decision will be reversed.
18. Cooperation with Competent Authorities
PenHorizon may cooperate with competent official authorities and disclose information where required by applicable law, a binding request or order, or otherwise permitted by law.
Private user information is not disclosed to another user merely because that user requests it.
19. Intellectual Property
Circle's trademarks, logos, designs, software, interfaces, and company-owned content belong to PenHorizon or their respective rights holders.
These Terms do not grant users ownership of Circle, its trademarks, or its technology.
20. Third-Party Services and Links
